At least one of the partners (founders) of a general partnership must have a place of residence, or, if the partner (founder) is a legal entity, be domiciled in the EEA;

otherwise, a permit must be sought from the NBPR for all partners that are not from the EEA.

If a permit is required, a free-form application in Finnish or Swedish shall be filed with the National Board of Patents and Registration.

The application must contain the following information:

• the applicant's name, citizenship and place of residence, as well as the State in which the place of residence is located. If the applicant is a corporation, its name and domicile must be given, as well as the State in which the domicile is located.
• the permit(s) applied for (a permit to serve as a partner in a general partnership)
• the enterprise the application applies to. In addition to the business name, the business ID must be given, if the company already has one
• the grounds on which the permit should be granted
• the postal address and any other contact information (such as telephone number) of the applicant or his/her representative.

If several permits are applied for in respect of the same business, the applicants can file one single application in which all the permits applied for and all the applicants are identified. The application is to be signed by each applicant or a representative authorised by a power of attorney.

Upon establishing a partnership, the application to be submitted must be accompanied by a certified copy of the partnership agreement and a copy of the applicant's passport. It the applicant is a corporation, an extract from the register in which the corporation has been entered and a copy of the Articles of Association or Rules of the corporation are to be appended. If the application is accompanied by a document in a foreign language, a translation into Finnish or Swedish must also be attached to the application. If the application is signed by power of attorney, the power of attorney is to be attached to the application.

The application fee is 110 Euro. The fee is payable for each permit for which a decision has been taken. If permits are sought for three partners, three fees will be collected (a total of 330 Euro). The fee shall be charged after the decision to either grant or deny the permit has been taken. The decision will be delivered to the applicant or his/her representative C.O.D. (cash on delivery).
