The keeping and treatment of animals are regulated by the Animal Welfare Act and the Animal Welfare Decree. Some operations, such as the professional keeping of pet and hobby animals as well as zoos and animal shows, are subject to a licence. Transporting animals in connection with commercial activities is also subject to a licence.
Transferring animals between Finland and other countries requires that health requirements regarding different animal species are met. In addition, it may require registering to the Finnish Food Safety Authority Evira. A keeper of animals must also ensure that he/she complies with animal disease legislation. As the central authority, Evira steers and controls compliance with these regulations.
