Radio and television broadcasting operations are subject to a licence. Licences for short-term television and radio broadcasting in the digital terrestrial mass communications network are granted by the Finnish Communications Regulatory Authority (FICORA) if the duration of the operations is no more than three months, or the weekly duration of operations is no more than eight hours.
A licence granted by the Government is needed for television or radio broadcasting operations in a terrestrial mass communications network, whereas the Finnish Communications Regulatory Authority (FICORA) grants licences for short-term television broadcasting.
An operator of public telecommunications is obligated to submit a written notification (telecommunications notification) to the Finnish Communications Regulatory Authority before the launch of operations.
