New companies are entered in both the Trade Register and Tax Administration on the same start-up notification form (Y form). The start-up notification form must be submitted prior to the commencement of operations. The form provides both authorities with the basic information of the company, but it also includes separate sections for the Trade Register and Tax Administration.
New entrepreneurs and companies are given a business ID in conjunction with the registration of the start-up notification. The ID alone does not indicate whether or not a company has been entered into the Tax Administration’s registers or the Trade Register. You can check the registrations at www.ytj.fi by performing a search with the business ID or name of a company/person as the search criterion. This ID number is used to identify the company when dealing with authorities, and in the company’s letters and forms, such as order, quotation and invoice forms. The business ID of a private entrepreneur is always bound to the individual in question. When a private entrepreneur changes his/her business type, the business ID will always be changed as a result. The business ID of a legal person is permanent for the duration of the operations. The ID will not be changed if the legal person in question is changed to another legal person in accordance with the legislation applicable to the relevant business type.
Entry in the Trade Register
New companies must be reported for entry into the Trade Registration with a start-up notification form.
A private entrepreneur is only obliged to enter the Trade Register if
s/he is practicing business subject to a licence,
s/he has a permanent office/site for practicing a business, meaning business premises not housed in his/her own home, or
s/he will hire an employee/employees who is/are not the entrepreneur’s spouse or the entrepreneur’s juvenile child, child otherwise still under the entrepreneur’s guardianship, or the entrepreneur’s grandchild.
Even if the above-mentioned obligation is not applicable, registration is often recommended.
However, the obligation to notify does not apply to entrepreneurs practicing agricultural or fishing business.
If your trade is subject to a licence, please attach a copy of your trade licence to the notification. If a licence has not yet been granted, you may file the start-up notification with the Trade Register and deliver a copy of the licence to the register once it has been granted. If you send notification of a granted trade licence using a declaration of change after the registration of your company, a separate processing fee will be charged for the notification. However, if there is sufficient time to supplement the start-up notification before the registration – for example, notification of the granted licence is submitted via a correction form and a copy of the licence is attached to the notification – no separate processing fee will be charged.
Entry in the Tax Administration’s registers
All beginning businesses, regardless of the business type, must be entered in the Tax Administration’s registers using the appropriate start-up notification form.
The estimated turnover and taxable income of the first financial period must be reported for the purpose of determining the advance tax. In addition, new companies can enter in the following Tax Administration registers.
Register if your company sells goods or services in Finland as part of its business operations, and its turnover for a single financial year exceeds €8.500.
Register if your company is engaged in trade activities, agriculture or other operations providing income that does not consist of wages paid by an employer.
Register if your company pays wages regularly. If wages are only paid occasionally, you are not obliged to register.
Forms and submitting them
The start-up form, establishment document templates as well as related instructions are available on the websites of Enterprise Finland and the Business Information System (BIS). In addition, the forms can be obtained from the Trade Register’s customer service, most Centres for Economic Development, Transport and the Environment (ELY Centres), local register offices and tax offices.
Send the filled-in start-up notification, including the establishment documents

or deliver it personally to the Finnish Patent and Registration Office (PRH) or a tax office.
